The Vernon

Nautical School Ship Vernon

The Vernon was built in 1839 for the Messrs. Green of Blackwall, for an East India passenger ship, and was a favourite ship on the Calcutta and Bombay line. She was fitted with side wheels and an engine of small power ; one wheel was washed away off the Cape of Good Hope, and they were then taken away altogether. In February, 1867, she was fitted up for a nautical school under the Industrial Schools Act of 1866, and inaugurated on the 17th of April, 1867. The first boys were received on board on the 20th of May the same year. Since then 697 have passed through the books, and 452 have been apprenticed to various callings, principally as farm and general servants. The first apprentice went to sea and is still following that profession. The demand for shore work, far exceeds that for the sea, unless the grown lads were permitted to join the navy, when all that are available would be taken up for that service. The majority of these apprenticed have turned out well; some are in Queensland and Victoria, but generally scattered over New South Wales working for themselves. Nearly all the reports from masters who have apprentices are favourable. The work of the ship commences in summer at 4.30 a.m., and in winter at 6 a.m; breakfast at 7 a.m; half the boys to school at 9 a.m., the other half to trades and ship's work; dinner at noon. At 1 p.m. the half who were at work go to school, and those who were at school in the forenoon go to work, except on Wednesday forenoon, when there is general sail drill and on Saturdays clean ship. On Sunday, weather permitting, two divisions of boys are landed and march to church, under the charge of officers; the Presbyterian Church send teachers in the afternoon for religious instruction to the Protestant boys. On Friday morning they are examined at the guns, and occasionally they are landed on Cockatoo and drilled with rifles.1

It has become evident from undertaking this research that far more boys were admitted to the Vernon, and also probably the Sobraon, under the Act for the Relief of Destitute Children than there were girls admitted to the equivalent girls' industrial schools at Newcastle, Biloela or Parramatta and the girls' reformatories at Newcastle, Biloela or Shaftesbury. It has also become evident that the names of less than half the boys admitted to the Vernon until 1886 have survived.

Missing Vernon Admissions

There are two types of missing records for those admitted to the Vernon.

Records for boys admitted to the Vernon commenced in a blank ledger, probably containing 250 pages, in May 1867. For over a year the name for each admission was recorded on a double page. From September 1868 this system changed and from then on two boys were recorded on each double page. At some stage before October 1883, the government changed the format used to record inmate details. Superintendents ceased using a blank book and commenced using a form specifically designed to record details of admission. There was provision for 125 admissions in this record.

Occasionally before 1877 an individual name and accompanying details was lost from a register. These losses occurred because of the natural deterioration in a record that was constantly in use. Locations of these lost records can be identified because at some undefined date some time after 1867, the Vernon authorities began numbering admissions to the ship. This numbering cannot have been undertaken when the first admissions boarded the ship as by the time it had commenced, pages were loose, missing or jumbled as the numbering for boys arrested in May and June 1867 up to admission 31 is either intermittent and random or non-existent. This handwritten numbering had ended by 1886.

The actual page numbers of the 1867 Vernon register shows that pages 25/26 have not been filmed. Pages 227/228, or the pages recording the two boys with number 587 and 588 have also not been filmed. Unless pages were blank on the back page numbers 24, 27, 226 and 229 would also be missing. This complication is yet to be investigated with NSW State Archives.

In addition to these isolated names, a large section of Vernon records have not survived and this gap in admissions has been confirmed by NSW State Archives. This large section of missing records occurred during the nine-year-period between July 1877 and March 1886 where at least four admission registers of Vernon admissions were never sent to NSW State Archives at Kingswood. Details of every admission except one therefore no longer exist.

Exact dates for this major period cannot be completely ascertained but the surviving registers operated from the commencement of the school until the admission of Thomas WHITE (number 629 on page 269), who boarded the Vernon on 10 July 1877 and John MARSHALL (number 679 [sic] on page 270),19 who boarded on 19 July 1877.20 It should be considered that due to extended travel time, any boy tried some distance from Sydney during May or June 1877 may not have reached the school before the MARSHALL's admission so would have been recorded after him. With a single exception in October 1883, no Vernon admissions survive until the brothers21 Richard and Charles Henry BEAN who were admitted on 1 April 1886.22 Other than potential admissions, all Sydney admissions were included.

One single record for a boy named Charles WEBSTER has survived and his admission in October 1883 was written on the new registration form. Because his admission had no handwritten admission number and his double page number was 75,23 there were presumably 74 boys recorded in that register before him. Although WEBSTER's form was loose it is believed that these admission forms were originally bound into a book. The first complete book containing the new forms has the provision for a total of 125 admissions.24

The total number of missing admissions must be calculated by counting the actual admissions in the register and checking the handwritten number recorded on each admission from boy number 31 (John WHITMORE). Further to this Samuel BIRD alias TILLMAN was admitted in January 1868 and was given the number 65. The boy admitted before him was David BOWIE, but BOWIE was not number 64, his record was originally in the 1867 book and it had become loose. The specific boys whose records have been misplaced appear in the note attached to the table above.

Two missing admissions have been found. The mid-December 187125 admissions of John CUDDY26 and his younger brother, Thomas27 occurred on 12 December 1871. Thomas was often recorded as an ex-Vernon boy. The boys' father was reported to have removed the brothers from the school but there is nothing in the CSIL to suggest a date when this may have occurred. It had to have occurred prior to 1873 when Thomas was readmitted to the Vernon as Thomas CASSIDY alias CUDDY (1873/19). The 1873 page identifies the number of his earlier admission (Book 2 page 177). This page is not in the 1871 register and match exactly the two numbers 298 and 299 identified as missing from the 1871 admission register.

Research has also uncovered that readmissions to the Vernon between 1877 and 1886 would have been included in total admissions to the school. Each admission would therefore have been included in total figures. Unlike readmissions of girls to Newcastle or Biloela, boys who were returned to the Vernon from their apprenticeship seem to have been given a new admission number. This is evidenced in the readmission of the boy Walter SMITH who arrived some time between 1 June and 12 June 1886. No family details, trial details or date of readmission were recorded when he returned but his form received the next number (Number 23) in the book that commenced on 1 April 1886, with number 1. His former master and a statement regarding his conduct were the only comments on his readmission form.28 These returned apprentices, where they have occasionally been identified in the contemporary figures provided by the Superintendent, have been recorded with the notation 'c.a.' (cancelled apprenticeship).

It is not enough to deduct the known admissions appearing in the admission registers from the total of admissions made to 30 June 1886. Calculating exactly how many have not survived is ongoing and only original records are likely to identify exactly how the Superintendent calculated the number admitted each year. This calculation is believed to have differed between the two superintendents James Seton Veitch MEIN Esq., who died in 187829 and Frederick William NEITENSTEIN. An in depth study of the records strongly suggests that MEIN rarely if ever, reentered the name of a boy if he had been returned from his apprenticeship, whereas NEITENSTEIN seems to have always reenter the boy's name.

Where the admission registers have not survived the number admitted can be found in the Superintendent's annual report that was usually reproduced in the newspapers. By 30 June 1884, 17 years after the school began, 1,392 boys had been admitted.30 During the next 12 months 108 more boys arrived31 and between 1885 and 1886 a further 161 boys were admitted.32 From the commencement of the school in May 1867 until 30 June 1886, there was therefore a total of 1,661 admissions to the Vernon. This number is verified by an actual count of the records. The total number of names recorded in the admission registers until 30 June 1886, only totals 567 until 1877. The admission of Charles WEBSTER between 1877 and April 1886 and a further 38 names in the three months from April 1886 to June 1886 adds a total of 39 more known boys. These missing names do not include any boys missing from the surviving registers between 1867 and 1877 so the names of the two CUDDY brothers are not included. Deducting these 606 known names from the 1,661 total admissions results in a total of 1,055 boys whose names have not survived. By 30 June 1888, 2010 boys had been admitted to the Vernon.33

Identifying these names requires the use of a variety of different resources. Trove has provided the most names but the Police Gazette, the Randwick Asylum records and any 'In Transit' records from gaols registers - especially Bathurst and Goulburn - have disclosed more. Occasionally younger boys were recorded in the records of Biloela so they will therefore appear on the Child Welfare Index at NSW State Archives but these boys cannot be included if their names already appear in the Vernon records. In contrast to the discharge of girls, permission from the Colonial Secretary was not necessarily required by the superintendents of the Vernon or the Sobraon.34 The CSIL does provide some names although there are far fewer mentions of boys than girls in the CSIL index.

Just as has been done with the girls in Newcastle and in Biloela whose names have not survived, a list of names of 1,055 boys admitted to the Vernon between 1877 and April 1886 is compiled below. Currently the list contains 722 names collected from the sources outlined above. There are therefore still 329 admissions to the Vernon who are still unknown.

The list is arranged in trial order rather than the usual practice of admission order, so boys tried in the far west of NSW would have appeared in the register some days or perhaps weeks after boys tried on the same date in Sydney. The list is so huge that little detail can be added to the table so the decision was initially made to list references within the table rather than as a footnote. The numbers of unidentified admissions presents a shocking figure for family historians as these boys were children who went on the have families and therefore descendants, so this important aspect of their early lives is lost to their descendants.

This is a long-term project that is in the process of being produced as a publication. Every boy is being investigated in admission order. All references are being progressively removed from this website and the lists simplified to identify the admission's name and birth and death details where it has been possible to identify the evidence. Details recorded in italics are yet to be confirmed but are very likely to be correct.
